Project Launch and Ceremony Overview

On December 11, 2025, the China-aid No.2 Road Project and Small Jetty Project on Pentecost Island, Vanuatu, officially broke ground.
More than 300 guests attended, including Chinese Ambassador to Vanuatu Li Minggang, Vanuatu Minister of Infrastructure Havier, former Prime Minister Salwai, Penama Province Governor Charlotte, local chiefs, community representatives, and media members.

Background of Pentecost Island and Project Need

During the ceremony, Ambassador Li Minggang highlighted that over the 43 years of diplomatic relations between China and Vanuatu, China-aid projects—including roads, ports, and public facilities—have become vital support for Vanuatu’s development and a symbol of bilateral friendship.
He added that China will continue to leverage its expertise in infrastructure construction, project management, and climate resilience to support Vanuatu’s sustainable development.

Vanuatu’s Minister of Infrastructure Havier praised China’s long-term assistance, noting that upon completion, the road and jetty project will reduce logistics costs, improve transport efficiency, and stimulate local economic growth.

Speeches and Statements by Officials

Pentecost Island, located in northern Vanuatu, is an important agricultural and residential hub.
For years, limited transportation infrastructure has constrained local logistics, slowed economic development, and made travel challenging for residents.

The No.2 Road and supporting small jetty, funded by the Chinese government, are designed to improve transportation efficiency, facilitate agricultural and fishery product circulation, and enhance connectivity with other regions.

Sustainable and Community-Oriented Construction

The project not only focuses on transportation functionality but also considers local environmental conditions, climate characteristics, and community needs.
It follows a people-centered, sustainability-oriented approach, ensuring that the infrastructure will bring long-term benefits to local residents and improve safety and efficiency of travel and logistics.

China-Aid Prefabricated Housing Handover

Following the groundbreaking ceremony, Ambassador Li Minggang and former Prime Minister Salwai attended the handover ceremony of China-aid prefabricated housing units and donated materials.
These units will be used to support local community development and public services, further improving residents’ living conditions.
